Dubai Electricity and Water Authority - DEWA provides the essential supply of electricity and water to customers across the emirate of Dubai. Important Fit Out Guidelines for DDA Approval Acquisition

Dubai Development Authority Fit-out Guideline comprises general information, procedures, technical requirements, and HSE regulations established to assist building owners and tenants, designers, fit-out consultants, and fit-out contractors to effectively plan and design overall fit-out works. It is significant that every fit-out consultant or fit-out contractor abide by the guidelines and regulations which give them the responsibilities for ensuring that the design and completion of the fit-out project are made as per local statutory requirements and relevant international standards. This fit-out guideline is applicable to all residential, industrial, institutional, or commercial establishments within the jurisdiction of the DDA Zoning Authority that undertakes new fit-out works, fit-out additions, and fit-out modifications.   

How is the Fit-out Process under DDA Dubai?

A. The building owner or tenants can start their fit-out activities in any of these phases:

Building under Construction Phase.

The fit-out design review to be incorporated during the construction phase will be considered as Building Design Revision.

The main consultant shall submit through DDA Zoning Authority under the Design Revision Form.

Issuance of Taking Over Certificate from Consultant to Contractor.

Before the issuance of the building completion certificate, every initiation of Fit-out during this stage requires an undertaking from the main consultant and main contractor. The owner shall obtain an undertaking through the DDA Zoning Authority form under Undertaking for Fit-out Works.

The building owner shall appoint a Fit-out Coordinator and Facility Management Operator to collaborate with the DDA Zoning Authority.

The building owner shall submit a Fit Out Initiation Application along with the required documents, such as Undertaking for Fit-out works, and complete contact details.

The DDA Zoning Authority shall then issue a Reference Number for the Fit-out Initiation which should be referred for any further fit-out submittals, such as general or minor fir-out works.

Issuance of Building Completion Certificate from DDA Zoning Authority to the contractor.

The building owner shall appoint a Fit-out Coordinator & Facility Management Operator to collaborate with the Zoning Authority.
The building owner shall submit a Fit Out Initiation Application along with the required documents and complete contact details.

B. The Fit-out Coordinator shall obtain As-built Drawings or building specifications from the client.
C. The client proposes fit-out requirements to the Fit-out Coordinator. 

What are the DDA Fit-out Permit Requirements?

A. Fit-out Permit Request for the General Works
The fit-out coordinator is responsible to submit the proposed fit-out layout through the Fit-out Permit Request for General Works along with the required documents such as follows. 

General Documents  

  1. Fit-Out Consultant‘s or Fit-Out Contractor’s Appointment By The Tenant.  
  2. Fit-Out Consultant’s or Fit-Out Contractor’s Acceptance Letter (Original On Letterhead) 
  3. A copy of Fit-Out Consultant’s or Fit-Out Contractor’s Valid Professional License  
  4. A copy of the Tenant’s Valid Trade License issued by the relevant authority.  
  5. NOC from Dubai Civil Defence.  
  6. NOC from DEWA, Ed & Wd, including the Sub-Metering.  
  7. NOC from Telecom Operator, if applicable.  
  8. NOC from the relevant authorities for Specialized Fit-Out Projects, such as Clinic, Laboratory, Institution, Restaurant, and others.
  9. Dubai Municipality Environmental Authority approval for kitchens, Industrial use, if applicable.  
  10. Outline Program of Fit-out work. 
  11. Hoarding Layout 2 Sets, if applicable.  
  12. A copy of the Lease Agreement.
  13. A copy of the Fee Receipt, as per the Fee Matrix.  
  14. Security Cheque, as per the Fee Matrix.

Dubai Municipality Preliminary Approval Prerequisites and Process

To be able to implement the quality standards and approved specifications that assure the safety of buildings and structures, Dubai Municipality has imposed a set of procedures and steps for issuing permits and certificates. The Dubai Municipality approval services include specified standards and regulations on providing permits and licenses for new buildings, additions, and/or adjustments. Accordingly, DM approval services enable clients, contractors, and engineering consultants in Dubai to process preliminary approval requests and to properly execute their proposed construction project or modifications while ensuring the compliance of the approved preliminary drawings with the building standards and requirements prior to the completion of the final and detailed drawings.

Prerequisites of Dubai Municipality Preliminary Approval

This DM approval service, particularly Preliminary Approval on New Building, Additions, or Adjustment, applies to all types of construction projects in Dubai such as public buildings, multistorey buildings, industrial buildings, floor area ratio buildings, and private and villas. However, the preliminary approval of a new building, proposed modifications, and additions are not obligatory and do not entitle the contractor to commence any on-site construction work, hence, clients can apply directly for the building permit. The required drawings are submitted in order such as the approved ones first then the proposed ones marking the modifications as follows:

Trakhees Building Regulations and Architectural Design Guidelines

Department of Planning and Development of Trakhees is the regulatory entity of Ports, Customs and Free Zone Corporation - PCFC in Dubai and the authority responsible for licensing and regulating businesses and developments in special development zones and areas. The department consists of six main service sections for Trakhees approval which are Civil En​​gineeri​ng, Licensing, Inspection, Innovation and Excellence, Business Support, Research and Development. These regulations are made to provide minimum building Architectural design requirements for all types of developments, such as residential, commercial, recreational, industrial, and institutional developments that are required for approval from the authority.

Trakhees Approval Architectural Design Submittal Requirements

These submittal stages must follow a custom PDF format of electronic copy and must be bound on a single sequence. Every page of the file must be saved in a unified size and direction, and the title block presentation must be as per Trakhees approval standards. The Architectural Drawings Submission process consists of three main stages as Concept Design Stage, Building Permit Stage, and Revision Stage.

If the submission is a revision or an alteration during the construction stage there is no need for registration on e-permit. The submittal of a soft copy of revised drawings along with documents is required.

1. Title sheet with the project name and Owners name, plot number, accumulated area schedule, total built-up, car park areas, coverage area, and other necessary features with revisions highlighted from the approved. 
2. Document sheets that include the affection plan, consultant’s appointment letter, trade license, building permit letter, and other documents as required.
3. Title sheet, revised detailed area calculations sheet, and main setting out or development plans with the Owner’s signature.
4. Consultant’s stamp and signature must appear on every sheet of digital drawings.
5. If the revisions in the car park area, garbage, and sanitation, including the revised calculations and criteria must be re-submitted highlighting the changes from the approved documents.

Architectural Drawings

1. The affected areas on the previously approved drawings are to be highlighted in yellow and revised areas to be highlighted in red.
2. Any revision must be submitted on every related drawing such as plan, section, and details.
3. A copy of the latest approved architectural drawings by the Authority must be attached for reference.
4. The scale of the drawings must be as per Trakhees standards.

Reminders for Construction Fire Safety Precautions by DDA

The scorching summer season that is prone to fire incidents had just started. Precautionary measures have been constantly provided by the government authorities to the city’s different sectors, including the construction industry. Recently the Dubai Development Authority, in coordination with the Dubai Civil Defence or DCD, has released a circular regarding Fire Safety during Construction that reminds and intensifies Fire and Life Safety requirements during Construction.

The Circular 391 of Dubai Development Authority released on 21 May of 2021 emphasizing Fire Safety during Construction is a reminder of the requirements needed to be followed by the industry. DDA informs engineering consultants and contractors to be responsible for the effectiveness and implementation of the Fire and Life Safety Code of Practice during construction, modification, alteration, and demolition works. Along with this notice, Dubai Civil Defence also urges individuals, consultants, contractors, and organizations to commit themselves to the best possible practices in complying with the Fire and Life Safety Code of Practice in the UAE to avoid any possible fire disaster.

Important DDA Requirements for Fire Safety Compliance

Conducted and adhered to Fire Risk Assessments.
Hot work, electrical installations, equipment works, and other activities under ignition sources must be performed through work permit procedure.
The entire construction area must be indicated as a No Smoking area.
Secure safety storage and handling of flammable and combustible materials away from
ignition sources.
Ensure to obtain DCD approval for bulk storage of flammable materials.
Ensure safety Fire access road for Dubai Civil Defence approach, Means of Egress for evacuation, Fire Detection, and Alarm Systems and Fire Protection Systems.

For further reference of the Fire and Life Safety Code of Practice in the UAE, anyone can access it from the DDA service portal. Consultants and contractors that fail to follow the requirements impost by the Dubai Development Authority may lead to the charging of applicable sanctions and penalties. The Construction requirements are to ensure Fire Safety in and around buildings and structures. Buildings are designed and constructed to provide safety from structural failure during a fire, provide protection to occupants from fire. Fire in one building and structure must be contained in its area origin to stop it from spreading to other areas, and do not spread to neighboring buildings or properties.
