Planning a villa renovation, opening a shop, or fitting out an office in Dubai? Before you finalize the drawings, you need to know who will approve the work.

The approval process depends on your exact property and what you plan to change. Dubai Municipality, Dubai Development Authority, and other Dubai authorities handle different projects. A developer, landlord, or building manager may also need to approve your plans.

An area name can help you begin the enquiry, but it does not settle every case. Your plot details, existing building approvals and scope of work give your project team a firmer basis for identifying the correct route.

This guide explains what to check, which documents to gather and how the different approvals fit together.

How to find the right authority for your property

Start with three pieces of information: the property location, its plot or unit details, and a description of the proposed work.

Your consultant or contractor can use these to confirm the relevant authority and application category before preparing a full submission.

1. Prepare the property documents

Look for your title deed, site plan, or affection plan. For rented premises, have your Ejari or tenancy documents and the building and unit details ready. Ask the owner or building management for missing property information.

An affection plan is a plot plan used to identify the land and its boundaries. Existing approved drawings and earlier permits are also useful because they show how the property was previously approved.

Treat an online plot search as one source of information. An unsuccessful search alone does not establish that another authority controls the property.

2. Describe the work clearly

“Renovation” can mean repainting a room or adding an extension. Those are very different proposals.

Explain whether you intend to change partitions, structural elements, the façade, floor area, building services or the use of the premises. Include pools, extensions and external structures in the initial brief rather than adding them after the main drawings are prepared.

3. Confirm who handles each approval

Ask your project team to identify:

• The authority responsible for the proposed building or fit-out work.

• The relevant application category.

• Any owner, developer or building-management consent.

• Additional technical or activity-related approvals.

• Who is eligible to submit each application.

Keep this information with the project brief so the designer, contractor and owner work from the same requirements.

Dubai approval bodies: where to begin your enquiry

Use the table below to direct your initial questions. It is a starting point, rather than a confirmed jurisdiction map for individual plots.

Dubai Municipality publishes procedures for building permits, inspections and completion certificates. Confirm which service applies to your property through the relevant project enquiry. Dubai Municipality building permit procedures.

For DMCC premises, distinguish fit-out approvals from permission to operate. DMCC’s Operation Fitness Certificate guidance identifies Concordia’s role and lists exemptions for certain premises types.

If your property is in Palm Jumeirah, Al Furjan, JVC, JVT, Dubai Hills Estate or Arabian Ranches, include the exact community, phase and plot details in your enquiry. Avoid relying solely on a general online area list.

What is the difference between a developer NOC and a permit?

A no objection certificate (NOC) records an organisation’s consent to a proposal. The organisation issuing it determines what that consent covers.

A developer may review external appearance and community requirements. A landlord or building manager may review access, shared services and how the work affects the building.

An authority permit addresses the proposed work under the relevant regulatory process. The design review may cover structural safety, fire precautions, accessibility, ventilation and other requirements applicable to the project.

These documents have different purposes. Receiving a management NOC does not, by itself, establish that you have every approval needed to start construction.

For example, a villa owner planning an extension should ask about both community design restrictions and the authority’s requirements for the additional area. An office tenant moving partitions should ask about the fit-out process even when the proposal leaves the main structure untouched.

Does a small renovation or interior fit-out need approval?

The answer depends on the work and the applicable service rules. A small budget or short construction period does not automatically make a project exempt.

Describe the actual changes instead of using only labels such as “minor work.” These are useful questions to raise:

DDA’s published fit-out guidance specifically directs proposals involving added structural elements, a change of use, or additional gross floor area to its building-modification process. This illustrates why confirming the scope matters as much as identifying the authority. DDA fit-out permit requirements.

What documents should you prepare?

You do not need a complete technical submission just to make an initial enquiry. Start with what identifies the premises and explains the proposed changes.

Useful documents include:

• Title deed or available ownership details.

• Site plan or affection plan, where relevant.

• Ejari or tenancy documents for rented premises.

• Building name, unit number, and location.

• Existing approved drawings and previous permits, if available.

• A short scope of work, supported by photographs or a marked-up layout.

• Intended business activity for commercial premises.

After the route is confirmed, your team can prepare the required drawings, appointment letters, technical calculations, and NOCs. The exact list depends on the service.

For example, DDA’s fit-out service lists tenancy documentation, an owner NOC, appointment information, and existing and proposed drawings among its requirements.

Who submits the application?

Check the requester requirements for the specific service before appointing your project team.

Some applications require an engineering consultant; others are submitted by an eligible contractor. DDA’s fit-out service, for example, identifies the contractor as the requester.

Ask the firm preparing your proposal whether it can submit that particular application and what registration or authorisation is required. Experience with one authority does not automatically establish eligibility for every other authority’s services.

If you already have drawings, ask for a review before commissioning a complete replacement. Parts of the design may remain useful, while drawing formats, technical details or supporting documents may need updating.

Which additional approvals might be involved?

Your building or fit-out application may be only one part of the project. Ask your consultant to assess the following where relevant:

• Fire and life safety: the Dubai Civil Defence (DCD) requirements for the proposed layout, systems and completion stage.

• Electricity and water: DEWA Approval services relevant to new connections, electrical loads or changes to existing installations.

• Food premises: the food-safety and operational review route for a restaurant, café, cloud kitchen or food-handling business.

• Healthcare premises: the applicable health regulator, including DHA where relevant, and facility-specific requirements.

• Roads and external works: whether access, excavation or work near public infrastructure involves RTA or another infrastructure authority.

• Building services: any landlord or service-provider consent for shared cooling, ventilation, drainage or other systems.

DEWA distinguishes technical builder services from customer services such as move-in activation. Ask about the service connected to your proposed work rather than assuming an active utility account covers construction changes.

What order should the approvals follow?

Your team should establish the dependencies before submitting. Some applications need an earlier NOC or approved drawing; other reviews may progress together.

A practical project plan should cover five stages:

1. Confirm the property and scope. Identify the application route and check the intended use.

2. Prepare the design and supporting documents. Obtain the consents needed for submission.

3. Submit and address comments. Coordinate related reviews where the processes allow.

4. Confirm permission to begin. Check the issued permit, its conditions, and any site-access requirements.

5. Complete the required inspections and close-out. Establish which completion documents and management clearances apply.

Plan the final stage early. DDA, for example, states that the DCD completion certificate is needed before its fit-out completion certificate.

What affects approval time and cost?

The project scope, completeness of the documents, technical comments, and linked approvals all influence the overall programme.

Ask for a quotation that separates professional fees, authority fees, developer or management charges, deposits, and any additional investigations. Also ask what happens if the scope changes after submission.

When discussing timing, distinguish the authority’s stated service time from the full period needed for surveys, drawings, NOCs, revisions and inspections. A published review period is not the same as a guaranteed date to start work.

Frequently asked questions

Is a building-management NOC enough to start work?

Check whether the proposed work also requires an authority permit and other clearances. The management NOC covers the issuer’s consent; its wording should explain its limits.

Can I find the authority using my plot number?

Your plot number helps identify the property. Use it alongside your site plan, existing approvals and project scope. If an online search returns no result, request clarification rather than assuming the plot falls under a different authority.

Does an Emaar or Nakheel NOC replace a building permit?

A developer NOC and an authority permit serve different purposes. Confirm which documents your particular works require before scheduling construction.

Can I reuse drawings from an earlier project?

They can be a useful reference, but the submitting professional should check them against the current site conditions, proposed scope, and submission requirements. Earlier approval does not automatically cover later changes.

What if I change the business activity?

Ask whether the intended activity is permitted at the premises and whether a change-of-use application is needed. A different activity can introduce additional design and operating requirements even when the location stays the same.

What should I send for an initial assessment?

Start with your property location, plot or unit details, and a brief description of the work. Available drawings, photographs, and property documents help the team identify the next steps.
