Sand transfer approval is the Dubai Municipality permit you need before excavated sand leaves site. The contractor registered on the building permit applies through Dubai BPS, a DM engineer inspects the site, and DM decides where the sand goes. Sand transfer approval usually comes up mid-excavation, with trucks booked and a basement half dug. Without the permit, the sand can't legally leave site, so a missing document or a quantity that doesn't match the drawings stops the whole job.

The process is short when the file is clean: the right documents, a quantity that matches the excavation drawings, and someone on site when the DM engineer arrives.

What is Sand Transfer Approval?

Sand transfer approval is Dubai Municipality's permit to move excavated sand from a construction site to another location. Surplus sand belongs to the government, so DM decides where it goes, and you can propose a destination that DM may change.

The permit is applied for by the main or secondary contractor registered on the project's building permit, through Dubai BPS. Contractors also call it a sand shifting NOC or sand transportation permit; it is the same DM approval.

Sand Transfer Approval Process

1. Apply online. The main or sub-contractor registered on the building permit applies through Dubai BPS or DM's online services.

2. Upload documents and pay. The service fee is AED 200, plus the AED 20 Knowledge and Innovation fee.

3. Site inspection. DM sends an inspection appointment by email or SMS, and you meet the DM engineer on site.

4. Permit issued. Once the inspection passes, the sand transfer permit is issued online with the destination DM has set.

5. Permit closure. After the last load, the permit must be closed in Dubai BPS within 7 working days.

The contractor and the transport company each supply part of the file:

Site plan of the plot the sand comes from

Sand quantity calculation sheet that matches the excavation drawings

Building permit, or a work order letter for free zone and infrastructure projects without a DM permit

Destination site plan, if you are proposing where the sand goes

Landowner consent and a written return undertaking, for temporary storage

Transport company trade licence covering material transport by truck

Ownership documents for each truck

When You Need Sand Transfer Approval

You need the permit before any excavated sand leaves site, including when you are:

Excavating for foundations or basements and moving surplus sand off site

Moving sand from a free zone or infrastructure project into a Dubai Municipality area

Storing sand temporarily on another plot before reusing it

Sand Transfer Rules for Coastal Sites and Temporary Storage

A few rules catch contractors out:

Dubai Municipality sets the disposal location, and the contractor cannot dispute it

Excavation in the coastal zone needs a separate NOC from DM's Public Beaches and Waterways Management Department

Temporary storage needs the landowner's consent and a written undertaking to return the sand

DM may ask for the transporter contract or temporary storage details during review

Why Sand Transfer Approvals Get Rejected

Incomplete or incorrect information means rejection and resubmission. The usual causes:

A sand quantity that does not match the excavation drawings

Missing landowner, contractor, contact person, transporter, plot number or development area details

No building permit or work order attached

Trucks that are not covered by the transport company's licence and ownership documents
