Quick answer: To get office fit-out approval in Dubai, you first find out which authority controls your building's location. That is Dubai Municipality on the mainland, the Dubai Development Authority (DDA) in areas such as Dubai Internet City, and Trakhees, DMCC, DIFC or DIEZ in their own zones. You then get the landlord's NOC, have a registered contractor submit your fit-out drawings, secure Dubai Civil Defence approval for any fire and life safety changes, and pass the final inspections. A straightforward office fit-out with complete documents typically gets its permit in days, not weeks. The delays come from missing NOCs and fire safety comments.
Written by the Dubai Approvals Team, an authority approvals consultancy based in Business Bay that prepares and follows up fit-out submissions with Dubai Municipality, DDA, Trakhees and Civil Defence. Fees and timelines below were checked against published authority guidance in October 2026.
Do You Need Fit-Out Approval for Your Office?
Not every office change needs a permit. A simple way to decide is to ask whether the work touches the building's systems or layout:
- Usually no permit: loose furniture, workstations, painting, carpet replacement and decor that does not change fire ratings.
- Fit-out permit needed: new partitions or meeting rooms, false ceilings, lighting and power changes, HVAC duct changes, and any move or addition of sprinklers, smoke detectors or exit signs.
- A bigger permit needed: structural changes, a change of use, mezzanines or added floor area. DDA, for example, treats these as a building modification, not a fit-out.
The fire safety point catches many tenants out. Adding a glass meeting room changes how sprinklers and detectors cover the space, so even a "small" layout change usually needs Civil Defence review.
Which Authority Approves Your Office Fit-Out? (By Location)
Your office fit-out permit comes from the authority that licenses the building, not from where your company is licensed. Here is how it splits across Dubai's main office districts:
- Mainland areas such as Business Bay, Downtown Dubai, Deira, Bur Dubai and Al Barsha: Dubai Municipality, with submissions made through the Build in Dubai platform.
- Dubai Internet City, Dubai Media City, Dubai Design District, Dubai Knowledge Park and Dubai Studio City: Dubai Development Authority (DDA).
- Jebel Ali Free Zone (JAFZA) and Dubai Maritime City: Trakhees.
- Jumeirah Lakes Towers (JLT): DMCC, with works managed through Concordia.
- DIFC: the DIFC Authority, under its own fit-out rules.
- Dubai Silicon Oasis and Dubai Airport Freezone: the Dubai Integrated Economic Zones Authority (DIEZ).
If your building sits on a boundary or inside a master community, check before you appoint anyone. Our guide on which authority approves your project walks through the edge cases. If you are in JLT, read our breakdown of DMCC fit-out approval in JLT, because the contractor rules there are different.
Office Fit-Out Approval Process in Dubai: Step by Step
Whichever authority applies, the office fit-out approval process follows the same basic order:
- Sign the lease and register it. Most authorities ask for your Ejari or tenancy contract before they accept a fit-out file.
- Get the landlord and building management NOC. Submit your concept layout to the landlord. They check structural loads, shared MEP risers and the building's own fit-out manual.
- Appoint a registered fit-out contractor and, where required, a consultant. Only contractors registered with the relevant authority can apply. In DDA areas the contractor applies directly.
- Prepare the drawings package. Architectural layouts, reflected ceiling plans, electrical and lighting layouts, HVAC, and fire and life safety drawings.
- Submit for the fit-out permit to Dubai Municipality, DDA or the zone authority, and to Dubai Civil Defence for fire and life safety approval.
- Close comments and pay fees. Each authority may return comments. Fast, complete responses are what keep the timeline short.
- Build, inspect and complete. Book inspections, get the Civil Defence completion, then the fit-out completion certificate so you can occupy and trade.
Documents Required for an Office Fit-Out Permit
Requirements vary slightly by authority, but most office fit-out applications need:
- Trade licence and Ejari or tenancy contract
- Landlord or building owner NOC
- Contractor appointment letter from the tenant
- Proposed fit-out drawings, plus the building's approved base drawings for reference
- Fire and life safety drawings for Civil Defence
- Electrical load schedule and single-line diagrams if you are increasing power
- NOCs from other authorities where the work triggers them, such as DEWA for load upgrades
For DDA submissions, the published checklist also includes approved stamped drawings and NOCs listed in the DDA NOC matrix. If the building does not yet have its own completion certificate, DDA asks for NOCs from the main contractor, main consultant and plot owner.
Civil Defence Approval for Office Fit-Outs
Dubai Civil Defence (DCD) approval is the step most likely to slow an office fit-out. Any change to partitions, ceilings or room layouts can affect:
- Sprinkler and smoke detector spacing
- Exit routes, travel distances and exit signage
- Fire-rated walls, doors and ceiling materials
- Connection of the fire alarm to the building's central system
DCD reviews the drawings before work starts and inspects before completion. In DDA areas, the DCD completion certificate is required before DDA issues the fit-out completion certificate. Who should submit and sign off depends on the scope. Our article on contractor vs consultant roles in DCD fit-out approval explains the split, and our Civil Defence approval service covers the submission end to end.
Office Fit-Out Permit Fees and Timelines
Fees depend on the authority, the floor area and the number of reviews. Two published reference points:
- DDA fit-out permit: AED 0.90 per sq ft, with a minimum of AED 200 and a maximum of AED 10,000, plus AED 10 Knowledge Dirham and AED 10 Innovation Dirham per transaction. DDA states an estimated delivery time of 2 working days once the file is complete, and the permit is valid for 6 months.
- Dubai Municipality: fees are calculated per project on Build in Dubai based on area and scope, so get the fee estimate from the platform or your consultant rather than relying on a fixed figure.
Civil Defence review fees and inspection charges are added on top. In practice, a simple office fit-out with clean drawings can be permitted within about one to two weeks across all approvals. Projects that need DEWA load upgrades or several rounds of fire safety comments can take three to four weeks or more. For a full breakdown by authority, see how long Dubai authority approvals take.
DM vs DDA Office Fit-Out: What Changes?
Mainland and DDA fit-outs follow the same logic, but a few practical differences matter when you plan:
- Who applies: on DDA projects the contractor submits the fit-out permit. On the mainland, submissions go through Build in Dubai by a registered consultant or contractor, depending on scope.
- Scope limits: DDA moves structural work, change of use and added floor area into a separate building modification request. It also allows coring under 200 mm only away from structural elements and at least 1 m from a column.
- Completion: both need a Civil Defence completion before the fit-out is closed.

Common Mistakes That Delay Office Fit-Out Approval
From the files we see, most office fit-out delays come from the same few issues:
- Starting design before the landlord NOC. The building's fit-out manual may ban things your designer has already drawn, such as wet areas on certain floors.
- Ignoring the sprinkler grid. Glass meeting rooms and new ceilings often need extra sprinkler heads, which means new DCD drawings.
- Underestimating power. Server rooms and large kitchens can need a DEWA load increase, which adds its own approval step.
- Using an unregistered contractor. The permit cannot be submitted, and you lose time switching.
- Calling structural work a fit-out. A mezzanine or new opening needs a modification permit. Under DDA rules, fit-out fees are not refunded if the file is reclassified.

Office Fit-Out Approval: Frequently Asked Questions
Do I need approval to add partitions to my office in Dubai?
Yes, in almost all cases. New partitions change the layout, sprinkler and detector coverage and escape routes, so they need a fit-out permit and Civil Defence review.
How long does office fit-out approval take in Dubai?
A simple fit-out with complete documents can be permitted in about one to two weeks across all approvals. DDA states 2 working days for the fit-out permit itself. Extra approvals, such as DEWA load upgrades, can push it to three to four weeks.
Who submits the fit-out permit: the contractor or the consultant?
It depends on the authority. In DDA areas the registered contractor applies. On the mainland, scope decides whether a consultant or a contractor submits through Build in Dubai. Civil Defence submissions follow their own rules.
Can I occupy my office before the completion certificate?
No. You need the Civil Defence completion and the fit-out completion certificate before you occupy and start operating.
