Retail fit-out approval steps for a Dubai mall shop: landlord design approval, DM or DDA permit, Civil Defence and signage

Quick answer: Retail fit-out approval in Dubai runs on two tracks. First, the mall or building landlord approves your shop design against its tenant design criteria. Second, the government authority for that location, usually Dubai Municipality, DDA or Trakhees, issues the fit-out permit, with Dubai Civil Defence approving fire safety. Your shop signage needs its own approval on top.

Written by the Dubai Approvals Team, a Business Bay consultancy that handles shop, café and kiosk approvals with mall landlords, Dubai Municipality, DDA, Trakhees and Civil Defence. This guide explains the full route from signed lease to opening day, the documents each step needs and where retailers usually lose time. Last updated November 2026.

How Does Retail Fit-Out Approval Work in Dubai?

Every shop fit-out in Dubai needs two kinds of approval, and they happen in sequence. The landlord approval comes first because the authority will not accept your file without the landlord's NOC.

  • Landlord approval: the mall operator or building owner reviews your layout, shopfront, signage, finishes and MEP connections against its own rules.
  • Authority approval: the licensing authority for the location issues the fit-out permit, and Dubai Civil Defence (DCD) approves fire and life safety.
  • Activity approvals: food, health or beauty businesses add sector approvals, such as Dubai Municipality food safety approval for cafés and kiosks that serve food.

Treat these as one project with one timeline. Most late openings happen because a retailer finishes the mall review and only then starts the authority side.

Mall Shop vs Street-Front Retail: Which Route Applies?

The route depends on whether your unit sits inside a mall or on a street or podium.

  • Inside a mall: the mall's tenant coordination team controls design review, contractor access, working hours and site rules. The mall often coordinates the building-level fire and MEP connections, but your contractor still needs the authority permit and DCD approval for your unit.
  • Street-front or podium retail: you deal directly with the building owner or management for the NOC. Your shopfront signage also falls under Dubai's citywide shopfront rules.

The authority depends on location. Mainland malls and high streets, such as those in Downtown Dubai, Al Barsha, Deira and Jumeirah, generally sit with Dubai Municipality. Retail in DDA free zone areas goes to DDA, and retail in Trakhees areas goes to Trakhees. If you are unsure, check first with our guide on which authority approves your project.

Step 1: Get Mall Landlord Design Approval

Mall landlords approve your design before anything goes to the authorities. Expect at least one round of comments, so submit early and keep your designer available.

What the tenant design criteria usually cover

Each mall publishes its own tenant fit-out manual or design criteria pack. Most cover:

  • Shopfront design, glazing, bulkhead height and the line where your unit meets the mall corridor
  • Signage size, position, illumination and approved materials
  • Ceiling, flooring and finish standards
  • Connections to the mall's HVAC, fire alarm, sprinkler and power systems
  • Rules for storage, rear-of-house areas and service corridors

Read the pack before your designer starts. A design that ignores it will come back with comments, and every round adds time.

Deposits, insurance and contractor registration

Before work starts, most malls ask for a fit-out deposit, contractor insurance and approval of your fit-out contractor. Some malls only allow contractors already registered with them. Confirm these requirements with the mall's tenant coordination team as soon as you sign the lease, because they affect who you can appoint.

Step 2: Get the Authority Fit-Out Permit

With the landlord NOC in hand, your contractor or consultant applies for the fit-out permit. On the mainland, Dubai Municipality submissions run through the Build in Dubai platform. In DDA areas, the contractor applies through DDA's e-services.

DDA publishes clear fit-out rules that also help with planning elsewhere: AED 0.90 per sq ft with a minimum of AED 200 and a maximum of AED 10,000, an estimated 2 working days once the file is complete, and 6 months' validity. Structural changes, a change of use or added floor area need a building modification permit instead. A mezzanine for stock storage is the most common example in retail.

The process is close to an office fit-out, so our step-by-step guide to office fit-out permits is a useful companion.

For mainland shops, our Dubai Municipality approval service covers the permit end to end.

Step 3: Get Civil Defence Approval for Your Shop

Dubai Civil Defence approval is required whenever your fit-out changes how the space is protected or evacuated. In retail, the usual triggers are:

  • New bulkheads, false ceilings or fitting rooms that block existing sprinkler or smoke detector coverage
  • Storerooms with high shelving or stacked stock
  • Changes to exits, exit signs or travel distances to the mall corridor
  • New fire alarm devices that must link to the mall's central system
  • Cooking equipment, hoods or gas in cafés and food kiosks

DCD reviews the drawings before work starts and inspects before you open. Allow for its comments in your programme. A missing sprinkler head under a new bulkhead is one of the most common reasons an inspection fails. Our Civil Defence approval team prepares and follows up these submissions.

Shop Signage Approval: Mall Rules vs Dubai's Shopfront Rules

Signage inside a mall is controlled by the mall's design criteria. Signage that faces a street is covered by Dubai's shopfront signage framework, which the Department of Economy and Tourism (DET) highlighted in May 2026. Under the Outdoor Advertising Manual issued by RTA and Dubai Municipality, a shopfront sign must:

  • Show one trade name only, with no extra brands or adverts
  • Be horizontal, with Arabic placed above English
  • Stay static, with no video, animation or moving content
  • Keep brightness within permitted levels and avoid bright white backgrounds
  • Not sit on balconies or on the facades of outlets above the ground floor

In DDA free zone areas, signage is permitted separately. DDA lists ground-floor shop signage at AED 500 per year with an estimated 4 working days. For drawings, mock-ups and submissions, see our shopfront signage approval service.

Kiosks and Pop-Up Units in Malls

Kiosks and pop-up units are smaller, but they still need approval. The mall approves the kiosk design, size, finishes and power supply first. Authority approval then depends on what you sell.

  • Retail kiosks: the mall's approval process applies, along with electrical safety for lighting and displays.
  • Food and drink kiosks: Dubai Municipality food safety requirements apply, plus DCD for any cooking or heating equipment.
  • Temporary pop-ups: confirm the permit period and removal conditions before you build, because temporary does not mean exempt.

If you plan to serve food, start with our DM food safety approval early, because kitchen layout rules affect the kiosk design.

Cafés and Restaurants in Malls: Extra Approvals

Food outlets carry the most approvals of any retail fit-out. On top of the mall and fit-out approvals, expect Dubai Municipality food safety review of the kitchen layout and finishes, DCD review of hoods, fire suppression and any gas system, and DEWA if you need more power. Our guide to restaurant design requirements in Dubai covers kitchen flow, sinks, finishes and exhaust in detail.

How Long Does Retail Fit-Out Approval Take?

The government permits are rarely the slowest part. Landlord design review and fire safety comments usually take longest. A realistic sequence looks like this:

  1. Lease signed and fit-out pack received. Read the criteria and appoint your designer and contractor.
  2. Landlord design review. Allow for at least one round of comments.
  3. Authority permit and DCD submission. DDA quotes 2 working days for the fit-out permit once the file is complete. Mainland and DCD timing depends on the quality of the drawings and the number of review rounds.
  4. Signage approval, running in parallel.
  5. Works, inspections and completion. DCD inspection, the fit-out completion certificate and the mall's handover checks.

Retail Fit-Out Approval Checklist

Have these ready before you submit, and most files move without delay:

  • Trade licence, with the activity matching what you will sell
  • Signed lease and Ejari
  • Mall or building landlord NOC and the approved design drawings
  • Contractor appointment letter and the contractor's registration
  • Architectural, ceiling, electrical and HVAC drawings
  • Fire and life safety drawings for DCD
  • Signage drawings, a mock-up and the landlord's signage approval
  • Food safety or other sector approvals, where your activity needs them

Mistakes That Delay Shop Openings

  • Designing before reading the tenant criteria. Shopfronts and signs drawn outside the mall's rules come back with comments.
  • Appointing an unregistered contractor. Some malls and authorities only accept registered contractors.
  • Forgetting the storeroom. High shelving and new partitions can change sprinkler and detector requirements.
  • Leaving signage to the end. Signage approval runs separately, so start it with the fit-out.
  • Calling a mezzanine a fit-out. Added floor area needs a building modification permit, not a fit-out permit.

Retail Fit-Out Approval: Frequently Asked Questions

Does the mall handle authority approvals for my shop?

Usually not. The mall approves your design and issues its NOC, but your contractor or consultant applies for the fit-out permit and Civil Defence approval for your unit.

Do I need approval for a kiosk in a Dubai mall?

Yes. The mall approves the kiosk design and power supply. Food kiosks also need Dubai Municipality food safety approval, plus Civil Defence approval if they use cooking or heating equipment.

Can my shopfront sign show more than one brand name?

Not on street-facing shopfronts. Dubai's shopfront rules allow one trade name per establishment, shown horizontally with Arabic above English. Inside malls, the mall's signage criteria apply.

How long does retail fit-out approval take in Dubai?

The authority permit itself can be quick. DDA quotes 2 working days once the file is complete. The overall timeline mainly depends on the landlord design review and the number of Civil Defence comment rounds.
