Dubai Municipality approval process in 2026 from planning checks and building permit to inspections and completion certificate

Dubai Municipality's approval process has become faster and more digital over the last few years, but the order of steps hasn't changed much: plan, permit, inspect, complete. What has changed is where things happen. Most of the process now runs online through one platform, other authorities add their NOCs inside the same application, and in 2025 and 2026 Dubai Municipality took further steps to speed up villa permits.

Applications now run through Dubai Municipality's unified platform. Our guide to the Build in Dubai portal and AI villa permits explains how online submission works in 2026.This guide walks through the Dubai Municipality approval process in 2026, from the first planning check to the completion certificate. It covers new buildings, extensions, modifications and fit-outs on the Dubai mainland, and explains who does what at each stage.

The short answer

For a mainland project, a licensed consultant and contractor apply through Dubai Municipality's online building permit system. They submit the drawings, supporting documents and building card information and pay the permit fees. Other government entities review the application and upload their NOCs through the same system, including DEWA's electricity and water NOC. Dubai Municipality then issues the permit and stamps the drawings. During construction, the consultant and contractor request structural inspections online. At the end, they notify Dubai Municipality that the works are finished, a joint inspection is carried out, and the completion certificate is issued so services can be connected.

Is your project under Dubai Municipality?

Dubai Municipality governs mainland Dubai, for example Deira, Bur Dubai, Business Bay, Al Barsha, Jumeirah, Al Quoz and Mirdif. Areas under Trakhees, the Dubai Development Authority and other free zones follow their own processes. Check first, because it decides everything that follows. Our guide to which authority approves your Dubai project explains how.

Who is involved

  • The owner appoints the team, signs the appointments and pays the fees.
  • The consultant, a licensed engineering office, prepares the design and submits the permit application.
  • The contractor builds to the permit and requests inspections jointly with the consultant.
  • Other entities, such as DEWA, Civil Defence, RTA and telecom providers, review the application and upload NOCs where their input is needed.

Our article on the role of engineering consultants in Dubai authority approvals explains the consultant's responsibilities in more detail.

The Dubai Municipality approval process, step by step

Step 1: Plot and planning checks

Start with the affection plan, which shows the plot's boundaries, permitted use, height and setbacks. In master communities, get the developer's NOC as well. Our developer NOC guide covers Emaar, Nakheel and others. For larger projects, a preliminary approval may be needed before the full submission; see our guide to Dubai Municipality preliminary approval.

Step 2: Design to the Dubai Building Code

The consultant prepares architectural, structural, MEP and fire and life safety drawings to the Dubai Building Code and planning rules. Coordinating the disciplines before submission is what decides how many comment rounds you face later. A short internal review of the full set against the affection plan before upload usually saves a full comment round.

Step 3: Building permit application

The consultant and contractor submit the application online with the drawings, supporting documents, building card information and permit fees. Government entities review it and upload their NOCs into the same system. DEWA, for example, issues its electricity and water NOC inside the permit package, and states a turnaround of three working days on this route. Once the reviews are complete, Dubai Municipality issues the building permit and stamps the drawings, which the consultant or contractor prints online.

Step 4: Construction and structural inspections

The consultant and contractor request inspections online at key stages. Dubai Municipality's published procedure lists inspections of shoring and foundations, which are handled by a unified inspection committee from the Building Control and Survey departments, and of cast concrete slabs or steel structures.

Step 5: Final inspection and completion certificate

When the works are finished, the contractor and consultant notify Dubai Municipality through the system. A joint team inspects the building, with a Civil Defence task added where required. Dubai Municipality then issues the completion certificate, and the building's service connections follow.

Step 6: Changes after completion

Later adjustments, additions and decoration works are inspected by Dubai Municipality's Building Control Department, with Civil Defence involved only where required. Any change to structure, layout or use still needs approval before it is built.

What's new in 2025 and 2026

  • Accredited consultants for Emirati villas. In October 2025, Dubai Municipality accredited engineering consultancy offices to issue self-build permits for Emirati villas without prior review by municipal engineers. The accredited office checks compliance with the Dubai Building Code and planning rules.
  • AI-issued villa permits (planned). In August 2026, Dubai Municipality announced a project to build an AI system that reads drawings and documents, checks them against the Dubai Building Code and issues permits for private and investment villas. It is planned over 26 weeks in three phases: development and testing, a pilot with selected consultancies, and full rollout through the Build in Dubai platform.

Both changes mainly affect villas. Commercial and multi-storey projects still go through the full review, which is where most of the time is spent. Our comparison of commercial vs residential DM approval explains the difference.

Types of Dubai Municipality approval

  • New building permits for villas, residential and commercial buildings, and industrial buildings.
  • Extension and modification permits for completed buildings.
  • Fit-out approvals for tenant works inside existing buildings.
  • Plan renewals and revisions where an approved design changes or an approval needs renewing.
  • Completion certificates for finished works.
  • Activity-specific approvals, such as food safety approval for restaurants, handled by other DM departments.

For villa permits specifically, see our guide to DM villa building permits and completion certificates.

Documents you will need

  • Title deed or plot ownership documents and the affection plan.
  • Developer or landlord NOC where applicable.
  • Owner's identification, or the trade licence for companies.
  • Consultant and contractor appointment.
  • Architectural, structural, MEP and fire and life safety drawings.
  • Structural calculations and soil investigation report for new construction.
  • Existing approved drawings for extensions and modifications.

How long Dubai Municipality approval takes

The permit stage can be quick when the design is complete and the other entities' NOCs come back without comments. The total timeline depends on design quality, the number of comment rounds, Civil Defence, and the construction programme itself. Our Dubai authority approval timeline guide gives realistic ranges.

Common reasons Dubai Municipality applications are delayed

  • Drawings that aren't coordinated across disciplines.
  • Missing developer or landlord NOCs.
  • Existing approved drawings that don't match what is on site.
  • Changes made on site without approval, discovered at the final inspection.
  • Fire and life safety design left until late in the process.

Our guide to architectural design mistakes that cause approval delays covers the design-stage errors in more depth.

Fit-outs and modifications under Dubai Municipality

Most mainland projects aren't new buildings. Fit-outs and modifications follow the same system with a narrower scope:

  • Fit-outs inside an existing building need the landlord's NOC and drawings showing the existing approved layout and the proposed changes. Fire and life safety changes are a central part of the review.
  • Extensions to villas and buildings need structural design showing how the new work connects to the existing structure, plus planning compliance for setbacks, coverage and height.
  • Modifications to completed buildings, such as new openings, structural changes or changes of use, need approval before work starts, followed by inspection.

In each case, the existing approved drawings are the starting point. If they don't match what is on site, regularising the difference comes first.

Frequently asked questions

Who applies for a Dubai Municipality building permit?

A licensed consultant and the contractor apply through Dubai Municipality's online building permit system on the owner's behalf.

Do I need to apply to DEWA and Civil Defence separately?

For Dubai Municipality projects, the other entities review the application and upload their NOCs through the same system. Civil Defence also inspects at completion where required.

What inspections does Dubai Municipality carry out?

Structural inspections during construction, including shoring, foundations and slabs or steel structures, and a final joint inspection before the completion certificate.

Can an Emirati get a villa permit faster?

Accredited consultancy offices can issue self-build permits for Emirati villas without prior review by municipal engineers, which speeds up the process for eligible homeowners.

Is Dubai Municipality issuing permits with AI?

Dubai Municipality announced the project in August 2026 for private and investment villas, with a phased rollout planned over 26 weeks.

Do I need approval for changes after completion?

Yes. Additions, structural changes and changes of use need approval, and the works are inspected by Dubai Municipality's Building Control Department.

What is an affection plan?

It is the official plot document showing boundaries, permitted use, height and setbacks. The design and permit application are checked against it.

Do fit-outs need a Dubai Municipality permit?

Fit-outs that change layout, structure, MEP or fire systems need approval, normally with the landlord's NOC and the existing approved drawings.
